Boso-Gua Chieftaincy Brouhaha-Chiefs Expose Amoatia Ofori Panin And Others!

Tension is brewing up in Boso-Gua Traditional Area in the Eastern Region over the continuous inclusion of the destooled Paramount Chief of Boso-Gua, Nana Osei Nyarko lII, in the register of the Eastern Regional House of Chiefs (ERHoC).

The development, DAILY Analyst learned, was a potential recipe for a possible chieftaincy clash. And in the light of this imminent, the divisional chiefs and elders of Bosua-Gua Traditional Area are calling for the intervention of the National House of Chiefs and the national security agencies.

A statement issued by the divisional chiefs and elders of Boso-Gua at the weekend explained that it was unfathomable why the President of the ERHoC, His Majesty Nana Amoatia Ofori Panin, would still include Nana Osei Nyarko III in the register of chiefs in the region.

The Divisional Chiefs are Dodihene and Adontenhene, Nana Adade Bempa II, Nifahene and Tosenghene, Nana Som Asare Kwadjo VIII, Nanyorhene and Benkumhene, Nana Obiritrie Gyau Ahima IV, and Mankrado and Krontihene, Osabarima Agyemang Oboahyia Kumnipa II.

According to the statement, Nana Osei Nyarko III has been the Omanhene and President of Boso-Gua Traditional Council until January 3, 2018 when he was legally and customarily destooled by the accredited kingmakers in Boso-Gua.

“Through this press statement, therefore, we the chiefs of Boso-Gua Traditional Area wish to announce our intention to petition the National House of Chiefs to look critically at the proposal put forward by Amoatia Ofori Panin and to consider the several concerns raised by the Omanhene of the New Juaben Traditional Area, Daasebre Professor (Emeritus) Oti Boateng Boateng’s, protest letter against the move of Amoatia Ofori Panin stance to re-structure Eastern Regional House of Chiefs,” it said..

It said Nana Osei Nyarko III was destooled by the kingmakers under the instructions of the then Head of Boso-Gua Royal family, Mr John Kwaku Yeboah, now deceased.

The destoolment of Nana Osei Nyako III, the statement continued, was executed as a result of what the chiefs described as Nana Osei Nyarko III’s disrespect towards citizens of the area, and his abysmal performance as Omanhene, according to the Chieftaincy Act 759, 2008.

They said Nana Amoatia Ofori Panin, who doubles as the Paramount Chief of Akyem Abuakwa Traditional Area, together with members of the ERHoC were officially informed by the accredited kingmakers and elders of Boso-Gua Royal family about the destoolment of Nana Osei Nyarko III as the Paramount Chief of Boso-Gua Traditional Area which was done on January 3, 2018.

But, according to them, Okyehene and members of the ERHoC had brushed aside their concern and were still keeping the name of Nana Osei Nyarko III in ERHoC regsiter, thereby allowing him to hold the Vice President position of ERHoC to be participating in every chieftaincy and traditional activities of the House.

The statement indicated that this move amounted to complete breach of the Chieftaincy Act 759, 2008 which needed to be condemned.

It further stated that Nana Amoatia Ofori Panin and his followers exhibited such misconduct without recourse to the customs, usages, norms, and traditions of Boso-Gua Traditional Area.

According to the divisional chiefs, this informed their decision to issue the press statement.

Intervention

Consequently, they called on President Nana Addo Dankwa Akufo-Addo, President of the National House of Chiefs, Togbe Afede XIV, Chief Justice, Minister of Chieftaincy and Religious Affairs, the Chief of Staff at the Office of the President, Attorney General and a member of the Council of State representing the Eastern Region, Nana Somuah Mireku Nyampong III, to immediately intervene in the matter by way of advising Amoatia Ofori Panin to do the right thing to help avert any disturbance of the peace in Boso-Gua community.

They went on to state that the conduct of Amoatia Ofori Panin and the ERHoC has the potential of causing chaos in Boso-Gua.

Caution by Omanhene of New Juaben Traditional Area

They stated that sensing danger over the issue, the Omanhene of New Juaben Traditional Area, Daasebre Professor (Emeritus) Oti Boateng, has vehemently protested the composition of the re-structured Eastern Regional House of Chiefs.

They pointed out that the chief has subsequently written to the President of the National House of Chiefs, Togbe Afede XIV, about what he termed as a “bizarre attempt to exclude the New Juaben Traditional Area from the re-structured Eastern Regional House of Chiefs (ERHoC).”

In the protest letter copied to the Chief Justice, Minister of Chieftaincy and Religious Affairs, the Chief of Staff at the Office of the President, Attorney General Department and Ministry of Justice, a member of the Council of State representing the Eastern Region, Nana Somuah Mireku Nyampong III, Daasebre Oti Boateng argued that there was a “capricious determination and selection of Divisional Chiefs, amongst various paramountcies.”

“It has become necessary as one of the Paramount Chiefs of the ERHoC to speak on this new proposal initiated by the President of the ERHoC without due consultation in order to preserve the hierarchical structure of the Chieftaincy institution,” the Omanhene of New Juaben said in his letter.

According to the divisional chiefs of Boso-Gua, they were absolutely in support of Daasebre Oti Boateng’s position of protesting the composition of the re-structured Eastern Regional House of Chiefs, since the destooled Nana Osei Nyarko III was still holding himself as the Vice President of the ERHoC.

“Our primary purpose for this release is to basically announce to the general public that, we the members of the Boso-Gua Traditional Council, do throw our unflinching support to the stance that Daasebre Oti Boateng has taken against the move by Amoatia Ofori Panin.

“We do not accept the list of persons selected to represent our community at the ERHoC,” the chiefs stressed.
Caution to the public.

In this vein, the chiefs announced to the general public that Nana Osei Nyarko III has been destooled and the Boso-Gua community does not recognise and support him as Omanhene anymore.

They noted that “Our reason, however, for taking this stance is that there have not been any communications with us specifically addressing the new move initiated by Amoatia Ofori Panin.

The chiefs indicated that they have not been involved in the processes that were used to select members to represent their community at the ERHoC.

“No meeting has been called either by the President, the Registrar, or any other divisional chief in our traditional area to discuss any modalities as to who is illegible or not to represent the community at the Eastern Regional House of Chiefs,” they stated.

“Since January 3, 2018, the kingmakers of Boso-Gua Royal family observing all customary rites and under the instructions of the then Head of the royal family, Mr John Kwaku Yeboah, performed necessary rituals, customs and traditions to destool Nana Osei Nyarko III after a reign of 18 years.

“…why Amoatia Ofori Panin and his followers should behave in that way to to add the name of an destooled Nana Osei Nyarko III to the membership of the House again although we dully informed them about destoolment of Nana Osei Nyarko III as Omanhene of Boso-Gua Traditonal Area,” the chiefs and elders angrily queried.

In the same year on April 2, 2018, according to them, the same late Abusuapanin, Mr John Kwaku Yeboah performed rituals and customs to enstool a new Paramount Chief for Boso-Gua under the stool name Okotuasuo Nyarko Yeboah III.

“Many of us in the community do not consider him to be a team leader and to us, he does not possess a quality as a unifier. He is often the subject of many problems in the Boso-Gua community.

“In fact, there is a long list of issues we have against him which includes the recent putting of a court injunction on the celebration of the sacred Odweegyi festival. A move that nobody understands in the community and we all worry about it,” the chiefs and elders stated.

According to them, the new chief on the other hand is wholeheartedly accepted by the Boso-Gua community and since his enstoolment has successfully presided over most royal activities in the area.

“Our main concern here is that Nana Osei Nyarko III has refused to step down to make room for the new chief to extend his duties to the ERHoC.

“Nana Osei Nyarko still conducts himself as the Omanhene of Boso-Gua and continues to maintain his position as the Vice President of the ERHoC.

“This has brought our community to a standstill in many aspects. Every note or letter from the Government in relation to development in the community is sent to Nana Osei Nyarko’s residence at Accra and never get to anyone of us here on the ground in the community,” the chiefs and elders noted and called on government officials and government itself to stop dealing with Nana Osei Nyarko lll when it comes to development issues in thr area since he has been destooled.

The chiefs and elders avered that “For almost five years now, as far as we are concerned, there has not been any communications between the House of Chiefs and our community.”

They added that “We have on several occasions petitioned the registrar at Boso about this hijack of our community and his response to us has always been that he is instructed to send all letters to Nana Osei Nyarko III in Accra.”

DIVISIONAL CHIEFS AND ELDERS OF BOSO-GUA TRADITIONAL AREA SUPPORT DAASEBRE OTI BOATENG ON HIS STANCE AGAINST OSAGYEFO AMOATIA OFORI PANIN

We the Divisional chiefs who form the Boso-Gua traditional Council and the elders of the Boso-Gua Traditional area in this press release do wish to present our statement on  issues that have come up at the Eastern Regional House of Chiefs.  

These are issues that affect the entire Chieftaincy Institution of Ghana and for that matter our traditional area too.

As a background,  here are some information on the customs and traditions and the current situation that prevails at the Boso-Gua community.

The Boso-Gua Traditional Council and background info.

Boso-Gua Traditional council is formed by four divisions namely Adontenhene, Nifahene, Benkumhene  and the Krontihene of Boso and respectfully, are represented by the following Chiefs: Nana Som Asare  Kwadjo VIII as Tosenhene and Nifahene Nana Obirentrie Gyau Ahimah VI as Nanyorhene and Benkumhene

Osabarima Agyemang Oboahyia Kumnipa  II as Mankrado and Krontihene, Nana Adade Bempa II as Dodihene and Adontenhene who is deceased.  

The qualification however for becoming a divisional Chief in the community is based on the following criteria:

Being Foremost the Chief of a Town

Having other sub-chiefs serve under you.

Have the ability to form a Divisional Council.

And having sworn an oath of allegiance to the Omanhene.

In fact, all clauses must apply to qualify one to be a divisional chief .

As usual, the Omanhene is the President of the Traditional Council according to the chieftaincy act 759, 2008. Nana Osei Nyarko III therefore has been the Omanhene and also the President of the Boso-Gua traditional Council. Until 3rd January 2018.

Our concerns are categorized in the following order:

The current state of affairs at the Boso-Gua Traditional Area

1) The current impasse between Daasebre Oti Boateng and  Osagyefo Amoatia Ofori Panin

Recently we heard in the news of a strong stance Daasebre Oti Boateng has taken against a proposed reconstitution of the membership of the Eastern Regional House of chiefs by  Osagyefo Amoatia Ofori Panin.  

Indeed Daasebre Oti Boateng has written a letter to  Osagyefo  Amoatia Ofori Panin to vehemently oppose and mount a protest against his move in which he Daasebre Oti Boateng has clearly enumerated his reasons and concerns.

Osagyefo Amoatia Ofori Panin in a response to Daasebre Oti Boateng also threw some light on why he had taken those steps as a remedy to the issues he claims are hampering the smooth operation of the Eastern Regional House of Chiefs.

In this press statement, we are not going to talk about the specifics of the exchanges between these two very high profiled chiefs notwithstanding the fact that the very hostile nature of the exchanges showed the seriousness in the matter.

Daasebre Oti Boateng however was very clear in his protest letter and had vividly detailed what he sees as very legitimate concerns against the move taken by Osagyefo Amoatia Ofori Panin.

1) Our primary purpose for this press statement

Our primary purpose for this statement is to basically

Announce to the general public that, we members of the Boso-Gua traditional council  do throw our unflinching support to the stance that Daasebre Oti Boateng has taken against the move by Osagyefo Amoatia Ofori Panin.

 We do not accept the list of persons selected to represent our community at the ERHoC.

And lastly to announce to the general public  that Nana Osei Nyarko III has been destooled and the Boso-Gua community does not recognize and support him as Omanhene anymore.

Our reason however for taking this stance is based primarily on the following  considerations:

There has not been any communications with us specifically addressing the new move initiated by Oosagyefo  Amoatia Ofori Panin.

We have not been involved in the processes that were used to select members to represent our community at the ERHoC.

 No meeting has been called either by the President, the Registrar, or any other divisional chief in our traditional area to discuss any modalities as to who is illegible or not to represent the community at the Eastern Regional House of Chiefs.

Our disapproval of the selected members from our community.

We subscribe to all the concerns raised by Daasebre Oti Boateng in his protest letter written against  Osagyefo Amoatia Ofori Panin’s move.

We have read all the correspondence that has taken place between the two high profiled chiefs  and are not convinced that, the move initiated by Osagyefo Amoatia Ofori Panin can  neccesarily address the numerous challenges that the House faces. There need to be more consultations and deliberations on the matter before it is considered for approval

Our concerns about the selected members from our community.

We have interestingly noticed in the proposed reconsitution document that, Boso-Gua has been allocated three slots and we are represented at ERHoC by the following: Gyaasehene of Boso, Ankobeahene of Boso Adontenhene who is currently deceased.

This discovery continues to raise very serious concerns in our community.

As we have indicated earlier in this note, there has not been any communications at all concerning this selection with any one of us either individually or as members of the traditional council.

We are therefore confused and also furious about how the selection of those Chiefs was arrived at.

The fact is, going by the customs of our community,  the  Gyaasehene and the Ankobeahene do not qualify to be Divisional Chiefs. They are rather sub-chiefs  who serve under the Omanhene. We do not have a rule that every chief who serves under the Omanhene is a Divisional Chief.

The third Chief in the list who indeed is a divisional Chief is deceased so we wonder whose idea it was to select them as representatives to the Eastern Regional House of Chiefs in the first place and why was it done without any notice to us.

We divisional chiefs in the Boss-Gua Traditional area see this situation as a direct fallout from the move initiated by Osagyefo Amoatia Ofori Panin.  It is a typical example of the unintended challenges that Daasebere Oti Boateng referred to in his protest note.

We emphatically wish to state that,  this cannot be the new norm and should not be encouraged at all.

It clearly demonstrates  that  Osagyefo Amoatia Ofori Panin’s move has not been properly thought through and so is bound to create more disputes for the Region than bring the intended solutions.

We would not sit aside whiles such distortion is created in the hierarchy of the chieftaincy institution in our community and for that matter, the Eastern Region as a whole.

Regrettably, this seems to be an attempt by the failed leadership at the house to clinch onto power at all costs and this is something we strongly oppose.

4)The current state of affairs at the Boso-Gua Traditional Area

Since 2018, the Kingmakers of the Boso-Gua Royal family observing all customary rites and under the instructions of the then Head f the royal family, John Kwaku Yeboah, now deceased, performed necessary rituals to destool Nana Osei Nyarko III after a reign of 18 years.

In the same year on the 2nd April, the same Abusuapanin enstooled a new person in the name of Okotwasuo Nyarko Yeboah III as Omanhene of the Boso-Gua traditional area.

Nana Osei Nyarko III was destooled as a result of his arrogance, self-centeredness, disrespect for the citizens of the community, and his abysmal performance as Omanhene.

Many of us in the community do not consider him to be a team leader and to us, he does not possess a quality as a unifier.

He is often the subject of many problems in the Boso-Gua community.

 In fact, there is a long list of issues we have against him which includes the recent putting of a court injunction on the celebration of the sacred Odweegyi festival.

Quiet unusual but we have also wondered why through the almost 8 years of Osagyefo  Amoatia Ofori Panin’s Presidency at the ERHoC, he has never paid a visit to his Vice President’s community which happens to be this community.

We are not sure he knows what goes on here and maybe he never cared to know.

We have no doubt but to believe that, With support from  Osagyefo Amoatia Ofori Panin, Nana Osei Nyarko has misused his position at the Eastern Regional House of chiefs to intimidate and block any concerns or grievances raised by our community.

The Abusuapanin of the Boso-Gua Royal family now deceased has petitioned the President  Osagyefo Amoatia Ofori Panin by writing a letter to him and asking him to try to find a way to resolve the issue but so far his request has been totally ignored.

Instead, a court process that was initiated by Nana Osei Nyarko III against his own family members and other elders of the community was quickly ruled in his favor by a judicial committee that was headed by the President of the ERHoC.

Ironically, however, almost three years after the ruling, Nana Osei Nyarko III has never stepped foot into the Boso-Gua community.

In fact, the last time he ever came to the community was about five years ago.

We in no doubt do suspect that it is because of the failure of Osagyefo Amoatia Ofori Panin to resolve our issue and the many others at the ERHoC,  that is why he has devised this very unconstitutional process to reconstitute the membership of the ERHoC as a way to mitigate the very dire situation there.

Through this press release, therefore, we wish to announce our intention to petition the National House of Chiefs to look critically at the proposal put forward by Osagyefo Amoatia Ofori Panin and to consider the several concerns raised in Daasebre Oti Boateng’s protest letter against the move.

Also through this press release, we wish to emphasize that Nana Osei Nyarko III is no more the Omanhene of the Boso-Gua traditional area and so cannot continue to hold any position at the ERHoC.

5) Our Conclusion

In conclusion, therefore, we plead with the legislators and other authorities of our dear country Ghana not to accept the proposal put forward by Osagyefo Amoatia Ofori Panin.  

We demand that the right procedures are followed and the necessary steps are taken to restore the credibility of the ERHoC.

A better and constitutional attempt should be made to resolve all the chieftaincy disputes that have crippled the House.

We should ensure that all the eleven paramountcies in the Region are well represented by their respective Paramount Chiefs in the house.

We do not think the problems of the House would be resolved by increasing the number of members with lower-ranked chiefs.

This can only be achieved by Good leadership, honesty, fairness, maintaining the existing hierarchical structures of our chieftaincy institution and sticking to the dictates of the Chieftaincy Act 759  2008.
